Rowland Rawlings Mr Rawlings is Manager for the Navigation Domain within the Airspace, Network Planning Division. In this role he is responsible for the developing and implementing the Navigation Strategy for the States of the European Civil Aviation Conference (ECAC). As a result he has responsibility for developing the aviation applications of GNSS. He is responsible for a team who are enabling navigation developments supporting operations in all phases of flight. To this end his team are coordinating the implementation of RNAV in en-route and Terminal areas to respond to the needs of Air Traffic Management to increase airspace capacity whilst increasing efficiency and reducing environmental impact. Before joining Eurocontrol, Roland Rawlings was with the Royal aircraft establishment working initially in the Blind Landing Experimental Unit at Bedford on ILS and MLS Autoland. He became responsible for studies into civil avionics systems and in particular for early development in Area Navigation and Flight Management Systems, developing and validating system requirements, some of which have subsequently been mandated for ECAC operations. However, developments in aviation are very slow. He was part of the Bedford Team developing 4D navigation techniques; requirements were developed and validated back in the early 1980s, but implementation seems likely to come to fruition only in the 2020 timescale as a result of the SESAR activities.
